为适应博士层次的外语教学在研究性教学、注重实践能力方面的新要求，本教材以此为指导，在体例构架、课文选材、练习设计、延伸拓展等方面将博士生英语教学和当代国际政治军事领域高层次人才的学术素养、职业要求相结合。共十个单元，每单元三个部分，各部分针对不同外语能力选取该领域代表性文献作为学习材料。 本教材以博士生的学术需求为牵引，有以下特点： 话题覆盖范围广：既包括国际关系、军事外交、信息情报、语言文化战略等专业论题，也包括军事理论和思想、海陆空各军种基本情况等传统话题，更涵盖信息战、心理战、电子战、国际维和、环境与发展等新话题。 体裁及观点的多样性：体裁选取上，一改以知识综述性文本为主体的课文选编传统，选择以军政问题为中心的多类文体文本，如关于战例的叙事、关于战争理论的阐释、情报分析方法演练、国防安全教育观点论证。 文献的学术价值和代表性：摘选学术领域重要人物的代表性论著。 本教材帮助读者提高分析归纳能力、学术敏感性和前瞻预测力，为将来以英语为工具，熟练进行专业研究、学术交流和从事高层次的政治军事活动储备外语能力。
